Job Description for Engineering Manager:

The Engineering Manager holds a position of authority within UKNNL supporting the Engineering Leader to ensure the company’s continued compliance to all regulations governing the nuclear industry and Site Licence Conditions. The role holder shall be accountable for management of all engineering issues i.e. “lights on” and compliant maintenance of plant falling within the facilities under their area(s) of responsibility.
The ideal candidate will be experienced in working in a regulatory capacity, holding people accountable, be detail orientated, and able to work to stringent deadlines.
Main Responsibilities for Engineering Manager:
- Demonstrate Effective Command and Control – the Engineering Manager shall be responsible for ensuring independence between their Compliance Engineering Team and Maintenance Delivery.
- Ownership and Leadership of Quality, Standards and Behaviors act as role model, leading by example to instill into their team the Standards and Expectations set by the Business.
- Assurance of Safety Management - responsible for the overall safety, including nuclear, conventional, industrial, radiological and environmental, by supporting and managing implementation of site standards, policies, processes and procedures within their area(s) of responsibility.
- Management of Facility Availability - responsible for maintaining availability of the facilities under their area(s) of control i.e. minimizing as far as practicable, no unscheduled downtime due to missed maintenance or breakdowns. Where downtime is necessary or occurs through breakdown, they shall be responsible for the planning, execution and regular communications on status to the Business so as to reinstate service as soon as practicable.
- Management of Resource - responsible for ensuring all nominated roles and requirements for their area(s) of responsibility are fully resourced with sufficient contingency for back up situations.
- Management of Contractors - responsible for ensuring all external contractors are placed to ensure no delays to maintenance. The Engineering Manager shall be responsible for safe management of all Contractors (or Sub-Contractors) undertaking any work within their area(s) of responsibility.
- Engineering budget holder - responsible for the portion of the Infrastructure Compliance Engineering budget assigned to them by the Engineering Leader.
- Training of personnel - accountable for ensuring all personnel within their team receive the necessary training to undertake their role. By discharging this responsibility throughout their team, they shall provide assurance that all personnel within their team are Suitably Qualified and Experienced (SQEP) to undertake the tasks assigned to them.
- Incident and Event Management - provide assurance that all events or incidents within their area(s) of responsibility have been investigated thoroughly and appropriate corrective actions have been set and discharged in a timely manner throughout the life cycle of the event.
- Attendance at Safety Committees - attend Safety Committees as a quorate member e.g. Management Safety Committee (MSC) Plant Modification Proposal (PMP) Committee or Commissioning Sub-Committee (CSC). They shall be responsible for peer review and robust challenge of submitted documentation, to maintain standards and expectations.
- Attendance at Operations Focus Meetings - attend as a quorate member to provide information for their area(s) of responsibility, where status of nuclear safety will be discussed and controlled. They shall act as Chairperson for the Operations Focus Meeting (or equivalent) as required, acting as Deputy Chairperson to the Operations Manager.
- Forward Vision - responsible for assisting the Engineering Leader in delivering the company values and vision throughout their team. They shall be expected to maintain a forward vision (6-12 months) to develop and implement the best solutions in the best interests of the Business.
Essential Criteria for Engineering Manager:
- Degree Qualified (mechanical or electrical discipline) or HND in an equivalent discipline. Relevant experience may be considered in lieu of stated qualification.
- A thorough awareness of nuclear, conventional safety and security requirements applicable to their area of responsibility.
- Strong communications skills, ability to communicate key information with customers, suppliers and stakeholders.
- Ability to demonstrate conservative decision making, even in pressure situations.
- Thorough knowledge with proven experience of managing maintenance activities within heavy industry facilities and/or nuclear plants.
- Demonstrable knowledge of operational & maintenance requirements.
- Evidence of self-motivation with demonstrable levels of drive, energy and resilience.
- Ability to interface on a technical level with Design and Capability teams.
- Good financial awareness and proven experience of managing engineering budgets.
- Proven experience in developing and managing people and holding people accountable.
- Requirement to become appointed to the role of Senior Authorised Person Mechanical or Electrical.
- Ability to obtain SC level security clearance (this includes but is not limited to identity, employment, financial and criminal record checks plus 5 years’ worth of UK residency).
Desirable Criteria for Engineering Manager:
- Proven experience in incident and emergency response situations.
- Good general safety case awareness with demonstrable knowledge of nuclear safety mechanisms (SM), safety related equipment (SRE) and Safety Features (SF).
- Ability to analyse and interpret complex information from several, sometimes conflicting sources, with proven problem-solving ability to make decisions based upon the information.
- Ability to interface on a technical level with Design and Capability teams.
